I think you left out a very important part of that quote. Wasn't it more like, "It isn't what they say ON THE BLOGS, it's what they whisper." This is a strong hint to the location of the final search area if you use BOGS instead of BLOGS. There is a definite whispering sound around the bogs of the search area. It's where he had to level the playing field. If you don't know it, you don't have it.

I think interest in Fenn's quote may have hijacked the original point of my thread.

The link I posted is a photo of Peter Wolf Toth's sculpture "Indian Brave."

It's part of his Whispering Giants series. There is a Whispering Giant sculpture of a native American in nearly all 50 states (a few have been lost or destroyed), including the 4 target states for this hunt. I think it's more than likely Fenn would be aware of this series, since it falls squarely into his bailiwick of Native American art.

The one I posted is in Worland, WY.

I am not saying the TC is there, per se. I am saying it makes a very neat solution to the lines:

If you are brave and in the wood,
I give you title, Toth/ E the gold.

Out of nine clues, four could easily be mapped to sites such as this one. Those four sites could form an X to pinpoint the search area. Using a man-made landmark such as "Indian Brave" could hence be useful, despite the fact that it's associated with a structure (the Worland courthouse) and in an area that's far too public.

I think you're rewriting the poem to fit a belief. Others have mentioned the Indian Sculptures and it's a fine avenue to pursue. I perused some information about them based on those posts, but didn't find anything particularly useful.

I think "title" is more important than "to the." I like the legal definition: "a right or claim to the ownership of property or to a rank or throne" and believe Fenn used doublespeak here.
